Billy and some friends went out on his boat, The Clover, to the bell buoy in Perkins Cove. He was witnessed to undress down to his boxers and jump into the ocean. Shortly after, witnesses saw Billy floating face down. They attempted to retrieve him, and were unsuccessful.
