Subject was seen panhandling on 9/22/2017 to make money to get to his mother's house in South Carolina. Complainant stated that she has received a text message from the subject at 16:47 hours. Subject stated that KPD was picking him up to transport him to jail. There is no arrest record for the subject on the date in question. Subject is disabled and uses a service dog.
