Lucinio had his whole life ahead of him. Who senselessly shot at a community playing a harmless basketball game?

Lucinio Javier Arrauz was born on September 20,2000 to his parents, Ysmenia Pena and Lucino Arauz in Panamá. He was always a great student, he made the honor roll each semester throughout his academic career. Lucinio began to play baseball as a young boy and would continue on playing throughout his later years.

He was featured in many newspaper articles for his sportsmanship and his great talent. He went on to represent and play for Panama in various countries. He was a National Champion in his positions of Catcher and
infielder.

Most importantly, he was the beloved youngest child to his mother Ysmenia. He was a little brother, an uncle and a friend. He was loved by many. His mother describes him as always being so loving and caring, he loved to hug and kiss his mother.

“He hated when I cried, he would tell me to stop if he saw the tears building up in my eyes” states his mother, “that's why I will not cry until the murderer of my son is found and justice is served.”

Lucinio, 20, was enjoying the warm 86-degree Sunday evening by playing a casual basketball game behind his house along Public Street in Providence, Rhode Island.

People in the area told reporters that the neighborhood is typically filled with music and carefree children — especially during the summer.

They said they never expected that their backyards would become a crime scene.

Around 6:30 p.m. on July 11, 2021, Lucinio Javier Arauz Bastardo was playing in a basketball game when various gang members from the area showed up. Witnesses say they saw someone wearing a mask jump out of a dark-colored Honda Odyssey, and began shooting at the players in the backyard. The players scattered, and the gunman was seen getting back into the getaway car.

As the car sped away, Lucinio realized he was shot. It's reported that he stumbled back into his house, where his sister frantically ran outside, screaming for help.

Neighbors would say this was a shocking and heartbreaking scene.

Despite the emergency medical service's best efforts, Lucinio was pronounced dead at the nearby Rhode Island Hospital.

Following Lucinio's death, detectives continued to expand the crime scene investigation as more and more shell casings were found along the street by bystanders. Additionally, ABC6 News crews on the scene saw two witnesses put in the back of separate police cruisers.

Officers were also seen going in and out of the home and speaking with neighbors where the backyard meets with Saratoga Street.

Despite the boots-on-the-ground investigation that started quickly, updates haven't been given to the public, and Lucinio's family is left without answers.

“We have to stop this. Our young people in the city don’t deserve this,” Providence School Board Member Ty’Relle Stephens told WPRI. “We need to make sure we fix this immediately.”

The police saw the vehicle linked to the murder on surveillance cameras which was a dark-colored Honda Odyssey.

The police followed up for several days.

On July 23, 2021, Kelvin Ayala was arraigned as the driver of the getaway vehicle. He never denied having anything to do with this crime. He
even corrected facts of the crime making it clear to the family that he was a part of this crime. Later, the family would notify the family of when the next trial would be.

Later police notified the family that Kelvin was the wrong person without further explanation.

The family shared with Uncovered that they're unsure how a “mistake” like this could have been made by Providence police.

"Where are the license plate numbers? How is it the wrong vehicle when that vehicle is seen making all the same turns on many surveillance cameras? How can the police make this mistake?" the family asks.

Lucinio Javier Arrauz nació el 6 de septiembre de 2000 de sus padres, Ysmenia Peña y Lucino Arauz en Panamá. Siempre fue un gran estudiante, estuvo en el cuadro de honor cada semestre a lo largo de su carrera académica. Lucinio comenzó a jugar béisbol cuando era niño
y continuó jugando también durante sus últimos años. Apareció en muchos artículos periodísticos por su espíritu deportivo y su gran talento en el deporte. Luego representó y jugó para Panamá en varios países. Fue Campeón Nacional en sus posiciones de Catcher y jugador de cuadro. Lo más importante es que era el amado hijo menor de su madre Ysmenia.
Era un hermano pequeño, un tío y un amigo. Fue amado por muchos.

Su madre lo describe como siempre tan cariñoso y afectuoso que le encantaba abrazar y besar a su madre. “Odiaba cuando yo lloraba, me decía que no llore si veía las lágrimas acumulándose en mis ojos”,
afirma su madre, “por eso no lloraré hasta que encuentren al asesino de mi hijo y se haga justicia”.

Lucinio, de 20 años, estaba disfrutando de la cálida noche del domingo a 86 grados mientras jugaba un partido de baloncesto informal detrás de su casa en Public Street en Providence, Rhode Island.

La gente de la zona dijo a los periodistas que el barrio suele estar lleno de música y niños despreocupados, especialmente durante el verano.

Dijeron que nunca esperaron que sus patios traseros se convirtieran en la escena del crimen.

Después de la muerte de Lucinio, los detectives continuaron ampliando la investigación de la escena del crimen a medida que los transeúntes encontraban más y más casquillos de bala a lo largo de la calle. Además, los equipos de ABC6 News en el lugar vieron a dos testigos colocados en la parte trasera de vehículos policiales separados.

También se vio a los oficiales entrando y saliendo de la casa y hablando con los vecinos donde el patio trasero se encuentra con la calle Saratoga.

A pesar de la investigación sobre el terreno que comenzó rápidamente, no se han proporcionado actualizaciones al público y la familia de Lucinio se queda sin respuestas.

"Tenemos que parar esto. Nuestros jóvenes de la ciudad no merecen esto”, dijo a WPRI Ty’Relle Stephens, miembro de la Junta Escolar de Providence. "Necesitamos asegurarnos de solucionar esto de inmediato".

La policía vio en las cámaras de vigilancia el vehículo vinculado al asesinato: un Honda Odyssey de color oscuro. La policía hizo un seguimiento durante varios días. El 23 de julio de 2021, Kelvin Ayala
fue procesado como conductor del vehículo de fuga. Nunca negó no tener nada que ver con este crimen. Incluso corrigió los hechos del crimen dejando en claro a la familia que él era parte de este crimen.
