On October 17, 2015, officers with the City of Richmond Police Department were dispatched to the 300 block of Hunt Avenue in Richmond, Virginia, for a report of random gunfire. Officers on scene found the victim, Mr. Abu-Bakr, deceased from multiple gunshot wounds.

Mr. Abu-Bakr made purchases the evening of October 17, 2015 at the Walmart Express on Virginia Commonwealth University’s campus prior to getting on a GRTC bus alone around 8:30 p.m. at Shaffer and Broad Streets, boarding another bus at the Transfer Station at 9th Street at 9:06 p.m., and then ending his bus ride at 9:19 p.m. Mr. Abu-Bakr was shot moments later.
